KUALA LUMPUR: Insurance companies should provide coverage for the expenditure on cosmetic surgeries on cancer patients as it is not merely for cosmetic purposes, but as part of their therapy to live a normal life, says National Cancer Society of Malaysia (NCSM) honorary patron Tan Sri Rafidah Aziz.She said insurance companies should not wait for the government to make the needed changes to Bank Negara Malaysia’s provisions on medical coverage on cosmetic surgeries or prosthetics.“If you lose a breast (due to cancer) and you want to have an implant, it is not cosmetic, but it is for the patient to want to feel like a woman again,” she said after a cheque presentation to underprivileged families with children with cancer organised by the National Cancer Society of Malaysia (NCSM).Rafidah said under the present Bank Negara guidelines on medical coverage, such cosmetic surgeries for cancer patients are still not regarded as surgical fees.“We hope the government will look into these provisions and make the changes.”
She pointed out that although the EPF and private insurance company AIA allow people to access their savings in cases of cosmetic surgery for cancer patients or a relapse, other insurance companies have yet to follow suit.“There was a time when people could not access their savings for cancer treatments such as having prosthetics. It was regarded as cosmetic. It is a replacement of something that is gone and it is a part of the continuation process of normal life,” said Rafidah.On another matter, Rafidah, who sits in the Economic Action Council (EAC), said there is no one cure or an instant cure for an ailing economy with the setting up of just one council.“Nobody should ever claim that one council would enable us to cure everything. Kerajaan melalui Kementerian Kesihatan baru-baru ini melancarkan Skim Perlindungan Nasional B40 atau Skim mySalam yang dijangka membawa manfaat besar kepada 3.69 juta rakyat.Dilancarkan secara rasmi oleh Perdana Menteri, Tun Dr Mahathir Mohamad, skim mySalam memberi manfaat perlindungan takaful kepada isi rumah kumpulan pendapatan bulanan 40 peratus terendah (B40) yang juga penerima Bantuan Sara Hidup Rakyat (BSHR) 2019.Inisiatif digerakkan dengan kerjasama syarikat insurans dan perlindungan Great Eastern berpusat di Singapura, dengan peruntukan awal disumbangkan syarikat itu berjumlah RM2 bilion.Di sebalik manfaat digariskan, timbul juga kegusaran mengenai pelaksanaan skim itu yang dikhuatiri memberi impak negatif kepada proses penyampaian perkhidmatan kesihatan di Malaysia.Umum mengetahui Malaysia sudah lama mencapai tahap penyampaian perkhidmatan kesihatan universal memberangsangkan melalui perkhidmatan kesihatan percuma di klinik dan hospital kerajaan di seluruh negara. Melaluinya kadar penyakit berjangkit, kematian kanak-kanak serta kematian ibu mengandung dapat dikurangkan dan jangka hayat rakyat ditingkatkan.
Persoalan, persepsi umum
Memperkenalkan sistem perlindungan atau insurans kesihatan di premis kerajaan hanya mengundang pelbagai persoalan dan persepsi negatif masyarakat, yang menerima perkhidmatan kesihatan kerajaan percuma selama ini.Adakah pesakit selain golongan B40 akan mula dikenakan caj penuh di hospital atau klinik kerajaan bermula dengan pelaksanaan mySalam ini.Bagaimana pula pesakit selain B40 yang tidak mempunyai kewangan mencukupi untuk menampung kos perubatan yang semakin meningkat, terutamanya bagi prosedur dan surgeri yang memerlukan alatan khusus.Jadi kerajaan perlu menilai kesan jangka panjang pelaksanaan skim mySalam seperti tanggungan kerajaan kepada premium insurans yang akan semakin meningkat saban tahun.
Time to introduce lemon law

THE lemon law should be introduced in Malaysia to provide consumers holding onto “lemons” (nice to see but sour and tart to taste) an avenue for legal redress.This law is a remedy for purchasers of consumer products, particularly motorised vehicles, that repeatedly fail to meet the standards of quality and performance. A consumer may request for a reduction in price or a refund under this law.Countries like the United States, Singapore, South Korea, China and the Philippines have implemented the lemon law.In Singapore, it is incorporated into the Consumer Protection (Fair Trading) Act (CPFTA) 2004. We can do the same with our Consumer Protection Act (CPA) 1999.

Global unemployment down, but too many working poor: UN

GENEVA: The global unemployment rate inched down last year, the UN said Wednesday, warning though that jobs often failed to guarantee decent living, with some 700 million workers wallowing in poverty.Unemployment around the world fell last year to 5.0 percent – from 5.1 percent in 2017 – for the first time dropping to the level seen before the global financial crisis hit in 2008, the International Labour Organization said.But in its flagship “World Employment and Social Outlook” trends report, the ILO also raised serious red flags about the health of the planet’s job market.Deborah Greenfield, ILO’s deputy director-general, told journalists in Geneva that the decline in global unemployment “is projected to stall“, amid “uncertainty on many fronts,” and a “deteriorating economic outlook.”
The UN agency said it expected the jobless rate to remain at roughly the same level this year and in 2020, although the number of unemployed people should swell by two million to a total of 174 million next year as a result of the expanding labour force.In particular, the report highlighted the hundreds of millions of people who remain poor despite holding one or more jobs.In fact, it found that a majority of the 3.3 billion people employed around the globe last year suffered a “lack of material well-being, economic security, equal opportunities or scope for human development.”“Being in employment does not always guarantee a decent living,” ILO research director Damian Grimshaw said in a statement, pointing out that “a full 700 million people are living in extreme or moderate poverty despite having employment.”

Mangrove ecosystem's importance not understood

MANGROVE forests are a unique ecosystem which are located between the land and sea.Mangroves can be found in 118 countries in the world, representing one per cent of the tropical forest worldwide, and less than 0.4 per cent of the world forests. Mangrove swamps provide a very important ecosystem to both human life and the diversity of life that inhabits it.Firstly, humans are highly dependent on the products of the mangrove forest, which are its timber resources and fishery resources. Mangroves are the breeding grounds and early growth areas of various species of ocean life living on coral reefs.Next, mangroves contribute to coastal protection from erosion and protect the environment from extreme weather changes. Besides this, the mangrove forest is important in maintaining water quality, trapping sediments and filtering pollutants originating from activities in the surrounding areas. This is compatible with the Quranic verse which means: “He rules (all) affairs from the heavens to the earth; according to His calculations” (Surah Al-Sajdah, 32: 5).
Unfortunately, not many are aware of the importance of the mangrove ecosystem, causing them to be neglected, thus leading to the threat of its extinction. This is evident throughout Malaysia today in which mangroves are becoming increasingly threatened by various unhealthy human activities, such as reclamation of land for aquaculture, agriculture, industry or housing, coastal resort development, ports, roads, airports and oil exploration; widespread logging; and pollution.
It was recently reported that the sole surviving mangrove forest on government land located in the middle of Pekan Baru Batu Maung and adjacent to the Bayan Lepas Industrial Park was being threatened by irresponsible dumping of construction and industrial wastes.Such activity had harmed the river across the mangrove swamp, turning it brackish and mixed with solids, along with the waste material disposed of at the dumpsite catching fire and scorching some of the mangrove tress that surrounded the open ground.Such an incident should not have happened. Instead, the Batu Maung mangrove should have been given better protection, and it needs urgent as well as stringent action by all parties concerned be they local, state and federal governments to ensure that the sole remaining mangrove is fully protected and conserved.
Biodiesel sawit sumber tenaga mesra alam

BERMULA 1 Februari lalu, semua stesen minyak mula membekal diesel B10 iaitu adunan 10 peratus biodiesel sawit dan 90 peratus diesel petroleum.Adunan menggunakan 534,000 tan biodiesel sawit itu penting bagi mengurangkan pelepasan 1.6 juta tan karbon dioksida, setara penjimatan pelepasan ekzos 100,000 kenderaan diesel setahun.Penggunaan secara mandatori biodiesel sawit bagi sektor pengangkutan bermula 2011 dengan program B5 (adunan lima peratus biodiesel sawit dan diesel) secara berperingkat di Putrajaya, Kuala Lumpur, Selangor, Negeri Sembilan dan Melaka, sebelum diperluas ke seluruh negara dengan peningkatan adunan kepada tujuh peratus atau B7 pada 2014, tanpa sebarang masalah teknikal.Sebagai pengeluar kedua terbesar minyak sawit dunia, penekanan khusus Malaysia diberikan kepada pengeluaran biodiesel sawit, selain penggunaan utama sebagai sumber makanan untuk jutaan penduduk dunia.Pada peringkat global, penggunaan biodiesel sebagai bahan api dilaksanakan di Indonesia, Colombia, Kesatuan Eropah dan Amerika Syarikat, yang memanfaatkan penggunaan biodiesel dihasilkan daripada sumber minyak sayuran termasuk minyak sawit, kacang soya dan biji sesawi.
Cuaca panas, sekolah diminta ambil langkah berjaga-jaga

PUTRAJAYA: Kementerian Pendidikan Malaysia (KPM) meminta pihak pengurusan sekolah supaya mengambil langkah berjaga-jaga susulan keadaan cuaca panas dan kering yang berterusan di beberapa negeri di utara dan pantai timur Semenanjung Malaysia.KPM dalam kenyataan hari ini berkata antara langkah yang perlu diambil termasuk memantau aktiviti yang boleh mendedahkan murid kepada keadaan cuaca panas bagi memastikan kesihatan mereka tidak terjejas dan menangguhkan semua aktiviti luar bilik darjah jika cuaca terlalu panas.Selain itu, katanya bekalan air minuman bersih perlu dipastikan mencukupi, menggalakkan murid mengambil air minuman dalam kuantiti yang sesuai bagi mengawal suhu badan dan membekalkan air minuman kepada murid asrama sekiranya keadaan kritikal dan tiada sumber lain bagi mendapatkan air minuman.
"Sentiasa berwaspada dan bekerjasama dengan klinik dan hospital berdekatan sekiranya berlaku sebarang komplikasi ke atas murid akibat cuaca panas," katanya.KPM berkata jabatan pendidikan negeri dan pejabat pendidikan daerah juga hendaklah mengadakan pemantauan bagi memastikan pematuhan langkah-langkah itu oleh pengurusan sekolah di negeri dan daerah masing-masing."Semua sekolah perlulah diingatkan agar lebih peka akan bahaya cuaca panas dan mengambil tindakan berdasarkan prosedur operasi standard sedia ada," katanya.

Victims come from diverse socio-economic backgrounds, with varied levels of education.Traffickers target their victims using tailored methods of recruitment and control to force them into labour or commercial sex.Traffickers target poor and marginalised communities with the promise of jobs and a better life.Traffickers maintain an online presence to lure vulnerable adults and children with the goal of meeting them in person, to take and circulate explicit photos, and coerce them into complying with their demands.Understanding the risk factors for victims can help one to intervene before it is too late.

KUALA LUMPUR: Wanita lebih ramai terdedah kepada kes penipuan apabila mempercayai bulat-bulat setiap promosi iklan ketika berurusan membeli-belah pelbagai jenis produk kecantikan dan kesihatan menerusi platform dalam talian.Timbalan Presiden Gabungan Persatuan Pengguna Malaysia (FOMCA), Mohd Yusof Abdul Rahman, berkata paling banyak aduan diterima dalam kalangan wanita mengenai kualiti, promosi pengiklanan dan testimoni sesuatu produk kecantikan dan kesihatan.Katanya, kes penipuan itu jelas membuktikan kesedaran dan kepekaan pengguna masih rendah, sebaliknya teruja membeli tanpa usul periksa.
FOMCA menerima kira-kira 4.3 peratus atau 406 kes daripada 10,160 aduan sepanjang 2017 membabitkan penipuan berkaitan produk kosmetik dan kesihatan.“Saya percaya wanita lebih ramai yang gemar melayan laman sosial dan mudah tertarik membeli barangan terutama produk kecantikan.“Ada juga yang ditipu dari segi harga, masalah penggunaan kad debit dan kredit,” katanya dihubungi BH Online.Beliau berkata, pelanggan sepatutnya tidak mudah terpengaruh dengan iklan tawaran harga rendah kerana kurang pengetahuan terhadap aspek keselamatan produk.Majoriti mangsa biasanya wanita yang tidak mengambil berat status perniagaan sama ada berdaftar atau tidak, sebaliknya mudah terpengaruh dengan iklan murah menerusi laman sosial.“Bagi saya barangan kosmetik dan ubat pelangsing dijual secara dalam talian sebilangannya tiada jaminan ketulenan dan perlu mendapat deskripsi pakar kesihatan.
